Deputy PM urges land clearance for North-South Expressway

Speaking at a conference yesterday, Deputy Prime Minister Trinh Dinh Dung stressed the decisive role of land clearance to the success of the North-South expressway project during the 2017-2020 period. The construction is set to start by 2020 and put into service by 2021.

Mr. Dung called for the drastic engagement of relevant ministries, agencies and localities in the implementation of the project at the conference held in Nha Trang city on Feb 21.

The Deputy PM urged leaders of relevant localities to step up communications work to promote the project’s benefits to the public and encourage them to promptly offer “clear” land to investors.

In particular, the Ministry of Transport was assigned to inspect the performance of investors of sub-projects and local project management boards, as well as coordinating with localities to approve and announce plans of land clearance and compensation.

The North-South expressway is set to run through the provinces of Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Thua Thien-Hue, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Tien Giang, and Vinh Long, with a total length of 654km.

Mr. Dung said the expressway is expected to help improve national competitiveness and attract foreign investment to Vietnam, and generate more momentum for local socio-economic growth.

With total investment cost of VND 118.71 trillion ($5.1 billion), the project includes 11 sub-projects with three financed by the State and the rest using funding from the public-private partnerships (PPP) model.

Reportedly, the Ministry of Transport has approved all 11 sub-projects as well as plans to select contractors for the sub-projects.

Councils or groups of land clearance in charge of land clearance, assistance, and resettlement have been established for 10 out of the 11 sub-projects.
