During a visit to the construction site of the big-ticket project and a working session with provincial authorities on October 16, Deputy PM Dung said the province should step up site clearance, build resettlement areas, and ensure national safety and order as the project impacts over 5,000 households. Dung noted that the project should be kicked off right after the site clearance and resettlement work is completed.
He ordered the Minister of Natural Resources and Environment Tran Hong Ha to work with the Dong Nai government to remove obstacles to compensation, site clearance, resettlement and the creation of a land price framework in the 2020-2025 period. The ministry must submit this framework to the Government prior to December.
The locality was asked to closely control construction in areas around the airport, and seriously deal with any land speculation.
The Ministry of Natural Resources and Environment and the Ministry of Planning and Investment will send officials to Dong Nai to work on compensation for the affected households and project disbursement.
The Transport Ministry has been assigned to direct the Airports Corporation of Vietnam to prepare for the construction.
According to provincial authorities, site clearance will be completed this year.
Dong Nai Vice Chairman of the provincial People’s Committee Tran Van Vinh claimed the province has cleared 1,300 out of 1,800 hectares of land, which will be used during the first stage, to make room for the project and will hand over the entire cleared land for the project late next year.
As for investment disbursement, some VND123 billion has been disbursed, or only 1.07% of the total capital allocated by the State. By the end of this year, some VND1.9 trillion is expected to be disbursed, or 16.46% of the planned amount.
Vinh stressed that the province has made announcements on the expropriation of land for the project. In the coming months, the government of Long Thanh District, where the airport will be located, will continue measuring land lots and determining land prices.
The Dong Nai government has approved a plan, costing VND305 billion, to offer vocational training and create jobs for residents affected by the project.
In order to ensure the project’s progress, authorities recently held a working session with the Transport Ministry on zoning off the road from National Highway 51 to the airport, saying that it must be finished next year to make it easier for vehicles to enter the construction site.
At the meeting, Minister of Natural Resources and Environment Tran Hong Ha pledged to send experts to the province to speed up the work and asked the province to quickly change the land use purpose of land lots surrounding the airport project to develop an urban area.
