According to the decision, Mr. Nguyen Doan Toan, Vice Chairman of the city People's Committee, is the Head of the Steering Committee, and Vice Chairman is Mr. Nguyen Trong Dong, Director of Hanoi Department of Natural Resources and Environment. Members of the committee include: Directors of Departments, Heads of agencies: Finance, Construction, Planning and Investment, Justice, Planning of Architecture, Agriculture and Rural Development, Transport; City Tax Department; Chairmen of district-level People's Committees.

The Steering Committee is responsible for assisting Hanoi People's Committee to carry out the direction for all agencies related to the task of building and adjusting the price list of all types of land in the city for the period from Jan 01, 2020 to Dec 31, 2024.
In addition, the Steering Committee has also issued a decision to set up a working group to perform a number of tasks such as build a detailed plan to carry out the tasks of building and adjusting land price list. Departments of Finance, Construction, Planning and Investment, Justice, Planning of Architecture, Agriculture and Rural Development, Transport; and the City Tax Department are responsible for appointing officials to join the working group.
This decision replaces Decision No. 3420 / QD-UBND dated June 25, 2014 of the Hanoi People's Committee and takes effect from the date of issuance.
