HCMC to reclaim VND1.8 trillion from investor of 4 road projects in Thu Thiem

HCMC Chairman Nguyen Thanh Phong has approved to collect over VND1.8 trillion (US$77.5 million) in unpaid land-use fee from the investor developing four key road projects in exchange for land in Thu Thiem new urban area.

Phong assigned the Investment and Construction Authority of Thu Thiem New Urban Area project to calculate the interest on the unpaid land-use fees. The city will later consult with the Government Inspectorate over the issue.

According to the Government Inspectorate’s conclusions, issued on June 26, the city’s use of land as a means of payment for the construction of the four roads without prior land price assessment and its decisions approving the land use were illegal, leading to a reduction in land-use fees of VND3.9 trillion.

The HCMC government asked the investor to pay more than VND4.2 trillion in land-use fees. The investor has paid nearly VND2.4 trillion, with VND1.8 trillion left unpaid.

At a press briefing on August 14, HCMC Vice Chairman Vo Van Hoan said the city had worked with the investor and asked it to pay the remainder plus interest.

Besides the fee collection, HCMC Chairman Phong directed plans to divide the resettlement land among households in the 4.39-hectare area in Binh An Ward in District 2, which was identified as being outside the approved boundary of the project.

Accordingly, the municipal Department of Planning and Architecture was asked to quickly draft a report on the resettlement land division so that the municipal government can submit it to the Ministry of Construction and propose each land lot be 4.5 meters wide.

The municipal chairman will ask the Standing Board of the HCMC Party Committee for approval to assign the District 2 government and the Investment and Construction Authority of the Thu Thiem New Urban Area to adjust the planning of resettlement areas.

The Investment and Construction Authority of the Thu Thiem New Urban Area will also have to review and approve the scale 1/500 plan for 12 land lots for commercial-service and residential facilities to serve auctions for these lots.

In addition, it must coordinate with the Department of Planning and Architecture to adjust the scale 1/2,000 plan for three land lots designated for schools. The authority will later consider and approve the scale 1/500 plan to auction these three land lots.
