Obstacles in building real estate database for HCMC

Concerns were raised at a recent conference on building database for land and cadastral engineering organized by the Office of Land Registration, under Ho Chi Minh City’s Department of Natural Resources and Environment.

Attandants at the conference said in fact, updating the real estate database still faces many difficulties.

Specifically, Divisions of Natural Resources and Environment in some districts, including 3, 8, 12, Hoc Mon, are assigned to inspect drawings for cases of granting certificates for the first time and changing land use purposes. The assignment seems not suitable with their authority and competence.

Besides, updating map legality on two cadastral map systems are being implemented by two management agencies so that it may cause overlapping, making the management of updating and changing information of land plots faces difficulty.

The data updating has not been paid due attention when the Land Registration Offices do not have a specialized department to carry out the task of managing and operating the database. The development of land database is intended to help managers gradually replace the traditional way of managing records by applying the advances of science and technology into management and requirements of work. Building a database also aims at modernizing the management and updating system, revising the changes in land data sources from district to commune levels to ensure the provision of land information and data and support the State management on land.

Speaking at the conference, Director of the Department of Natural Resources and Environment Nguyen Toan Thang said this year Ho Chi Minh City wants to create a breakthrough in administrative reform and building a smart city. Therefore, building a good land database is contributing to the development of the city
