In addition, HCMC is asked to organize bidding to select consultants for conducting the review, evaluation and making plans to adjust the general planning of the city. On that basis, the Ministry of Construction will organize the appraisal of the tasks and plans of adjusting the general planning of HCMC under the law on urban planning.
According to HCMC People's Committee, as Vietnam’s leading commercial hub or financial centre, the city have to develop continuously and constantly. Therefore, the upcoming additional planning have to meet two criteria: being attractive to businesses and creating social consensus. Specifically, HCMC will supplement an open planning, promulgate regulations on planning management. Heads of relevant agencies will be responsible for the planning.
HCMC’s Department of Planning and Architecture said the upcoming planning is associated with the development of the city's resources, building an appropriate urban structure to solve infrastructure problems as well as deal with climate change and flood.
The city sets its goals towards 2045 as to build a highly competitive environment; develop urban space; minimize the impact of climate change; renovate and develop existing urban areas; improve infrastructure; enhance land use efficiency; build an appropriate urban structure to minimize population pressure on the central area through the satellite cities
