The EZ covering 30,583 hectares in 30 communes and one town in the two districts of Thai Thuy and Tien Hai.
By 2040, functional areas of the EZ will be built on the area of 21,000 hectares and is home to 300,000 people with a 70% urbanization rate.
The plan aims to maximize the natural conditions and location in connecting economic, trade and service with neighboring areas, develop the economy while maintaining the marine ecosystem, and historical and cultural relics in the region.
Of the total area, around 8,000 hectares will be used for industrial parks and urban areas; 500 hectares will be for seaports and 3,110 hectares for tourist and service areas.
The EZ will also include a casino and a golf course.
Some local rivers will be dredged, and wharves will be built for waterway tourism routes which will be connected to Con Den, Con Thu and Con Vanh sites.
The hi-tech agricultural development will be among priorities of the economic zone. Infrastructure construction for aquaculture development in many communes such as Thuy Truong, Thuy Xuan, Thai Do, Nam Thinh and Nam Hung will be boosted.
Thai Binh Port will be built to serve ships of 50,000DWT.
The construction of Ninh Binh-Nam Dinh-Thai Binh-Haiphong expressway is expected to help spur the economic zone's development.
