At a seminar held yesterday to launch the project “Building a Smart City”, Vice Chairman of the Da Nang People's Committee Le Trung Chinh stated this is one of the city’s major projects, creating opportunities for Da Nang to maximise its resources, resolving challenges in the process of urban and socio-economic development.
According to Mr. Le Trung Chinh, the project is being carried out to realise the Politburo’s Decree No.43/NQ-TW on the city’s development until 2030 with vision to 2045.
It is deemed as a motive for Da Nang city to mobilise all resources to branch out local socio-economy in the future, he said, adding that it will build the smart urban area to be comprehensively connected with ASEAN smart city networks.
Accordingly, this project aims to help Da Nang government and State management agencies to improver their operational efficiency, as well as facilitate local citizens and businesses to access information in all aspects in a fast, open, and transparent way, thereby partly enhance the lives of people and ganerating a sustainable business environment.
At the conference, various issues were discussed among participants, including e-government and smart cities, recommendations for smart city development in Da Nang, orientations for smart city development, and the Vietnam ICT Index.

The ongoing project will be implemented in 3 phases, said Deputy Director of the Department of Information and Communications Tran Ngoc Thach.
Under the plan, from now until 2020, Da Nang will focus on developing smart infrastructure, platform and data. The estimated cost for this phase is expected to hit VND 939 billion, of which VND550 billion come from public-private partnership (PPP) investment format, while 46 billion VND is funded by businesses.
Regarding the second phase, which is expected to be carried out between 2021 and 2025, about VND1.191 trillion will be spent on implementing smart applications, of which VND700 billion come from PPP, VND150 billion from ODA loans, and VND 36 billion from businesses.
The third phase during 2026 – 2030 will highlight the smartisation of IT technologies on the basis of outstanding results achieved during the previous phase.
To prepare for this key project, Da Nang launched a series of programmes starting in 2012 designed to upgrade its technical infrastructure. At that time, the city government and the International Business Machines Corporation (IBM) joint started the application of ‘smart’ technologies in many aspects including open database systems, bus management, traffic control, automatic water quality monitoring, environmental monitoring, surveillance camera, and food safety management.
An e-government system was officially put into operation in Da Nang in July 2014, with the application of the ‘one-stop-shop’ mechanism, software on managing government employees, and administrative dossiers.
Deputy Minister of Construction Phan Thi My Linh spoke highly of Da Nang’s efforts in building itself into a smart city with sustainable development.
As the building of a smart urban area is a complex task, she asked local authorities to join hands with the Ministry of Construction and competent agencies to implement the project.
On the occasion, the Vietnam Association of Information Processing presented a certificate of merit to the local People’s Committee, in recognition of its decade-long leading position on the Vietnam ICT Index (2009-2018).
The Department of Information and Communications and its partners inked an agreement on building works for the city’s smart urban project.
Various exhibitions were held on the sidelines of the conference, featuring smart solutions of international and domestic corporations.
