Projects of condominiums, high-rise buildings and trade centers can be approved only when they are in line with the planning, meeting requirements and regulations on car parks, transport infrastructure and connecting with main roads in the city.
That is one of the key contents of Resolution 12/NQ-CP issued by the Government on enhancing traffic safety and order and preventing traffic congestion in the 2019 - 2021 period.
In the above Resolution, People's Committees of 5 first-tier cities - Hanoi, Ho Chi Minh City, Hai Phong, Da Nang and Can Tho - have been asked to assume the prime responsibility and coordinate with relevant ministries and agencies to quickly complete the transport planning project by 2030, with a vision towards 2050, that was approved by the Prime Minister earlier; to build planning for underground space, ground and overhead space to submit to the Government.
In addition, authorities of the five cities are also asked to create and approve planning projects using land funds when central agencies, schools, hospitals in inner city are relocated.
Besides, the Ministry of Transport is responsible for the task of promulgating regulations to force investors of big projects to design a plan to create traffic connections into national highways and main roads in urban areas; estimate the arising traffic demand of the project; ensure traffic safety and not to cause traffic congestion in construction process. It is necessary to quickly develop a grand planning for the whole sector as well as specialized planning of the transport sector to submit to the competent authorities for approval.
The Ministry of Construction is assigned to assume the prime responsibility and coordinate with relevant ministries, agencies and localities in implementing the reorganization of urban planning and management according to the approved planning. .
Earlier, the Prime Minister had proposed stop developing high-rise buildings in the central area of Hanoi and Ho Chi Minh City to deal with traffic congestion in these two big cities.
