At a discussion as part of the 15th meeting of the HCMC People’s Council on July 13, Hoan pointed out the main reasons for the illegal constructions in the city, noting that the coordination between the municipal Department of Construction’s inspectors and the governments of districts remains loose. In addition, the competent agencies have failed to identify any violations among land brokers.
Hoan required strict penalties to be imposed on land brokers involved in illegal constructions.
In addition, the city will intensify the provision of information on projects so that the relevant agencies can coordinate on inspections.
At the meeting, Director of the HCMC Department of Construction Le Hoa Binh, while answering questions on the reasons for the mushrooming of illegal constructions in the outlying districts, said that these districts are seeing rapid urbanization and are quite large, making it difficult for inspectors to detect violations.
To crack down on the illegal construction of houses, the department will boost cooperation with the Department of Natural Resources and Environment.
The Department of Construction will be responsible for inspecting and supervising the construction of projects, while the Department of Natural Resources and Environment will verify investors’ rights to use the land lots associated with these projects.
Members of the municipal People’s Council also raised questions on the delay in the issuance of home ownership certificates for residents in apartment buildings in the city.
In response, Binh said many investors in condo projects have used their land use rights certificates as collateral to take out bank loans, so they cannot complete procedures to seek the issuance of home ownership certificates for their customers.
However, the department has worked with banks to seek solutions to the problem. Accordingly, project investors must meet their obligations to banks to withdraw their land use rights certificates.
HCMC vice chairman Hoan said that the competent agencies must carefully review investors’ financial capacity before licensing them to execute projects. Investors found to have committed violations must receive heavy sanctions.
The city will also review apartment building projects in the city and work out solutions to the delay in the issuance of apartment ownership certificates.
