Earlier, after the proposal of the city’s Department of Planning and Investment as well as comments of relevant departments and agencies, Hanoi People's Committee agreed with the plan of assigning Tay Ho Urban Development and Investment JSC to study and propose a project to build an underground parking in combination with commercial services. The project is expected to cover a part of land in North of Cau Giay Park in Cau Giay District.
The city People's Committee also assigned the Department of Planning and Architecture to follow order of the Law on Planning to guide the investor to research, make a plan and consult with the community.
However, in the process of collecting opinions on the plan for the underground parking lot, the design plan prepared by the investor prepared is not convincing enough.
Reportedly, some local residents sent petitions to administrative agencies to protest the project. After that, Deputy Prime Minister Truong Hoa Binh asked Hanoi People's Committee to consider the petition and answer its citizens, then and reports results to the Prime Minister.
To stabilize the situation and ensure consensus, Hanoi People's Committee required Tay Ho Urban Development and Investment JSC to suspend the study of this underground parking project. Along with that, Cau Giay District People's Committee informed this information to the local community.
After the project is suspended, at the request of Hanoi People's Committee, the city’s Department of Transport is responsible for leading and coordinating with Department of Planning and Architecture, Cau Giay District People's Committee to review and inspect all parking projects in the relevant area of Cau Giay District.
