Specifically, the city People's Committee of Ho Chi Minh City sent an official dispatch to the Ministry of Planning and Investment on the policy of an investment project to expand Can Gio Urban Tourism and Urban Area project for appraisal and submission to the Prime Minister.
The dispatch’s most important content is the proposal of raising the scale of Can Gio sea encroachment project from 600ha to 2,870ha of Can Gio Urban and Tourism Joint Stock Company – the project investor.
Can Gio Urban Tourism and Urban Area consists of 2 major categories: functional areas including housings, urban service works, public greenery, and transportation land, with a total area of 750.63ha; and the outside functional areas including urban-level service works, public greenery and traffic works, technical infrastructure and national security and defense land, with a total area of 2,119.37ha. The project is located on the administrative boundary of Long Hoa commune and Can Thanh town.
Once in place, the VND217 trillion (US$9.34 billion) project will be operational for 50 years. It has been divided into three phases, with the first being executed in the 2019-2022 period, the second between 2022 and 2027, and the last from 2027 to 2030.
As the project requires an investment of more than VND5 trillion and includes a golf course component, any adjustments to the project must be approved by the prime minister. Therefore, the HCMC government proposed the Ministry of Planning and Investment approve the adjustment and then submit it to the prime minister.
Previously, since 2004, Can Gio Urban and Tourism JSC has been assigned by HCMC Department of Construction to be the investor of Can Gio project. According to the land allocation decision of the committee, in 2007, the investor started to cary out the project with an area of 600ha.
The company has so far reclaimed 15.5 hectares of land from the sea to make room for the project. However, the project stalled for a while because the investor did not have enough financial resources to deploy it. In mid-2015, HCMC authorities allowed a group to participate as a strategic partner with the investor to continue the project.
