It also crucial to inspect, check and evaluate the effectiveness of a local zoning plan during the implementation of 1/500 plan. Paying attention to training and raising the professional qualifications of cadres and civil servants working in the construction industry must be done as well.
Accordingly, Quang Ninh Provincial People's Committee asked the Department of Construction to focus on building housing for low-income people, especially for workers in industrial zones. In addition, the Department of Construction was asked to carry out absolute disapproval of projects with the sole purpose of dividing the plot to sell the land.
Regarding the planning management, responsibility is not only for the construction industry but also the common responsibility of the localities. Therefore, the localities should closely coordinate with the Department of Construction on the relevant contents. Particularly, for urban management, localities need to develop architectural regulations for implementation and formulate plans on areas for solid waste collection and everyday wastewater.
With regards to planning, the leaders of the Quang Ninh People's Committee emphasize that they must fall under the jurisdiction of the government. Therefore, the Department of Construction, the localities and units assigned to oversee the management of the People’s Committee should improve the effectiveness in the research, development, evaluation, inspection and supervision of the implementation of the planning. They should also ensure consistency in all planning, avoid overlapping and bypass later breaks in initial planning. In the decentralization of planning management, it is necessary to ensure harmony and uniformity among all levels.
In addition, the Department of Construction and other localities and units should continue to focus on improving the management of construction and urban management. Specifically, in construction management, it is necessary to review and consider all projects, work to ensure implementation according to the design and not break up the planning. Research on reducing the use of raw materials from clay, replacing it with new materials suitable for construction works and projects must take place as well.
